Det är juryn som slår fast vilka som har rätt att nominera. Nomineringsinstanserna är internationella, nationella eller regionala organisationer med god överblick över barn- och ungdomslitteratur och läsfrämjande verksamhet i sina länder eller regioner. Även juryn och de tidigare pristagarna har rätt att föreslå kandidater.
Nomineringsinstanserna kan vara exempelvis barnboksinstitut, författar- och illustratörsorganisationer, forskningsinstitut, barnavdelningar och barnlitteraturcentra vid nationella bibliotek.
